A new Wyndham Vale school had a carpark and bus zone that had been laid out by the school's facilities committee and approved by the school council. The principal provided us with the approved layout drawing and asked us to mark it. We marked it. Several weeks later, Wyndham City Council's traffic engineer flagged that the bus zone dimensions and kerb marking arrangement didn't comply with VicRoads School Bus Zone specification — specifically, the bus layover area length was insufficient for the bus types operating the route and the pedestrian clearance zones weren't to specification.
School Bus Zones on public roads adjacent to schools require VicRoads specification compliance — the layout must be approved by the relevant road authority (VicRoads for arterial roads, council for local roads) before marking. A school council is not a road authority. The principal can approve internal carpark layouts, but anything on or adjacent to the public road — bus zones, kiss-and-ride bays, school crossing zones — needs road authority approval.
