We marked a Point Cook retail centre carpark to AS/NZS 2890.6 — correct bay dimensions, correct shared zones, correct IS symbols. The marking was fully compliant. When the centre opened, a wheelchair user found that the path of travel from the accessible bay to the building entry crossed a footpath edge with a 25mm kerb upstand that hadn't been ramped. The bay was compliant; the path of travel wasn't.
We flagged this to the centre manager at the completion of the marking job — during the completion walkthrough we'd noticed the unramped kerb and noted it verbally. But we hadn't put it in writing and it wasn't in our scope to rectify it. The centre had to engage a concrete contractor to install a kerb ramp before the DDA access issue could be resolved.
Accessible parking compliance is not just about the bay dimensions — it's about the complete accessible path of travel from the car to the building. AS/NZS 1428.1 governs the path of travel requirements. A bay that meets AS/NZS 2890.6 but has a path of travel barrier doesn't deliver accessibility.
We now include a written accessible path of travel observation in every completion document where we've identified any barrier — unramped kerbs, drainage grates in the path, level changes, or obstructions.
