Post-DA Centre Modifications Like Planter Boxes Change the Available Bay Count — Reconcile Before Marking
A Werribee retail centre provided their strata plan showing 480 carpark bays for us to mark from. We set out the full carpark from the strata plan dimensions. On completion we counted 477 bays — three short of the documented allocation.
Walking the carpark with the centre manager identified two locations where concrete planter boxes had been installed after the original development approval. Each installation consumed the space that would have accommodated one or one and a half bays. The planters were centre management decisions — landscaping improvements made years after DA completion — and the strata plan had never been updated to reflect them.
The three missing bays weren't recoverable without removing the planters. The centre accepted the 477 bay count and updated their strata plan accordingly. But the discrepancy created a tenant notification obligation since strata plans form part of the OC agreement.
