Cold-Weather Concrete Poured With Set Accelerator Can Have a Weak Bleed Water Layer Just Below the Surface
A Craigieburn town centre concrete carpark had been poured in a cold snap — ambient temperature 6°C during the pour. Cold-weather concrete typically uses set accelerator admixtures to compensate for the slow hydration rate at low temperature. The accelerator speeds early strength gain but can alter the bleed water dynamics in the mix.
Bleed water rises through fresh concrete as it settles. In cold-weather accelerated pours, the accelerator can cause the upper concrete layer to begin setting before all the bleed water has fully migrated out of the mix — trapping a thin layer of water-rich, low-strength material just below the surface. This weak layer is typically 2-5mm deep.
We ground to CSP-2 — removing 0.5-1mm of surface material — and primed. The primer appeared to bond. Under traffic loading over four months, the marking began to delaminate in discrete patches. The failure plane was the weak bleed water layer approximately 3mm below the surface — below our grind depth. CSP-3 grinding (2-3mm removal) would have broken through the weak layer and exposed sound concrete.
For any Craigieburn or Melbourne new carpark where the pour records indicate cold-weather conditions or set accelerator use, we specify CSP-3 grinding rather than CSP-2 as the default preparation. VicRoads approved.

Not all — it depends on the severity of the cold, the mix design, the accelerator dosage, and the finishing practices. A moderately cold day (10-12°C) with light accelerator use may produce a normal bleed water profile. A cold snap (below 8°C) with heavy accelerator use is the highest-risk scenario. We check pour date and ambient temperature against the Melbourne BoM record to assess risk.
CSP-3 removes 2-3mm of material. Bleed water weak layers are typically 2-5mm deep. CSP-3 removes the weak layer in most cases — if the layer is deeper than 3mm, a further grind pass is required. We conduct a pull-off test after CSP-3 grinding to confirm adequate bond strength before primer is applied.
