Cement Dust Contamination Needs a Penetrating Primer, Not a Film-Forming One
A cement terminal support facility at Breakwater had us mark their operations floor. Years of cement dust accumulation had worked into every pore in the concrete. We ground the floor surface, degreased, and applied a standard film-forming two-pack epoxy primer. The marking held for about four months before delamination appeared in sections with the heaviest historical cement dust exposure.
We cut a failed section. The primer had formed a film on the surface of the cement-contaminated concrete rather than penetrating into the substrate. The cement dust layer — which had become almost a secondary surface — hadn't been fully removed by grinding, and the film primer bonded to the cement dust, not to the concrete beneath it. A penetrating epoxy primer, which impregnates the concrete matrix rather than forming a surface film, is the correct specification for cement-contaminated substrates.
We restrikeed the affected sections with penetrating primer and a chemical-resistant topcoat. Those sections have held through 18 months of operations. Cement contamination assessment is now a specific question on every Breakwater and port-adjacent industrial floor quote.

A film-forming primer creates a continuous surface film on top of the substrate. If the substrate surface is contaminated with cement dust, the film bonds to the dust layer, not the concrete.
