Bituminous Surface Dressing on Concrete Gets Softened by Thermoplastic Heat — Use Cold-Applied
A Brooklyn transport depot had an external concrete hardstand where an older section had been treated with a bituminous sprayed surface dressing — a thin bitumen-and-chip seal coat applied over the original concrete to restore the surface texture. It looked like a standard thin asphalt surface. We applied thermoplastic at 180°C. The heat softened the thin bituminous dressing underneath and it lifted, taking the thermoplastic with it, in strips corresponding to the marking lines.
Sprayed bituminous surface dressing is a different product from asphalt pavement. It's a thin film (1-3mm) of bitumen binder with aggregate chippings rolled in — applied at temperatures around 170-180°C originally but cooled and set. When reheated to thermoplastic application temperature, the thin film becomes plastic again and can be lifted by the adhesive bond of the thermoplastic film.
Cold-applied road marking paint is the correct product for surface dressing — it bonds at ambient temperature without reheating the substrate. We returned and applied cold-applied paint over the surface dressing sections. The areas where thermoplastic had been applied required the lifted dressing to be stabilised before re-marking.
Brooklyn is the Francis Street heavy transport and industrial corridor — Booth Transport, container depots, and the Hobsons Bay industrial businesses on the western side of the Westgate. VicRoads approved. Surface dressing identification is standard on every Brooklyn and Hobsons Bay external concrete hardstand — thermoplastic is not applied to bituminous surface dressing.

Surface dressing has a distinct appearance: individual aggregate chips are visible standing proud of the bitumen binder film, giving a rougher, more varied texture than the smooth aggregate-embedded surface of laid asphalt. The dressing is also thin — 1-3mm — and the original concrete substrate may be visible through worn sections. Scratching with a key often exposes the underlying concrete more readily than true asphalt.
It can be shot-blasted or mechanically removed, but this is typically more disruptive and expensive than simply using cold-applied paint for the dressing sections. Unless the surface dressing has failed and needs removal for structural reasons, cold-applied product is the more practical approach. No — cold-applied paint typically lasts 2-4 years versus 6-8 years for thermoplastic on standard asphalt. In a heavy vehicle environment like a Brooklyn transport depot, the surface dressing sections may need repainting more frequently. We document which sections are cold-applied versus thermoplastic in the completion record so maintenance intervals can be planned accordingly.
