Toowong Village Carpark Is Shared Between Retail and University Overflow — Peak Demand Patterns Are Completely Different
Toowong Village's carpark adjacent to the University of Queensland bus interchange serves two completely different demand patterns in the same week: retail peak on Saturday mornings and university overflow demand on Monday-Friday mornings. The accessible bay locations that serve retail customers aren't the same locations most useful to students with disability.
When the centre asked us to update the accessible bay layout, we asked about their user data before confirming bay positions. The carpark operations team confirmed accessible bay turnover was very low on weekday mornings — the university users weren't using the designated bays, they were parking in whichever general bays were closest to the bus stop.
The accessible bays were all concentrated near the main retail entry — ideal for weekend retail but a long push from the weekday morning bus interchange entry. We proposed splitting the accessible bay allocation: two-thirds near the retail entry for weekend use, one-third near the bus interchange entry for weekday use. Simple layout change, same total count, much better coverage of both demand patterns.
Toowong is Brisbane's inner western hub — Toowong Village, Sherwood Road commercial, and the retail and professional businesses serving the University of Queensland corridor. TMR approved.

AS/NZS 2890.6 requires accessible bays to be located as close as practicable to the principal accessible entry. For a dual-use carpark with two distinct principal entries, the standard supports allocating accessible bays near each entry. The split allocation approach — bays near both the retail entry and the bus interchange entry — satisfies the standard while serving both user populations effectively.
Parking operations systems that log entry and exit times by bay can show which bays have the highest accessible permit holder occupancy and at what times. CCTV review of accessible bay usage patterns is another source. For smaller carparks without automated systems, a 2-3 day observation period counting accessible bay users and their entry route is sufficient to identify the primary demand direction.
Generally yes for internal layout adjustments that maintain the total accessible bay count and don't change the carpark's total capacity. Significant changes to access arrangements may require council notification. For Toowong Village's carpark, a split allocation maintaining the same total count is typically a maintenance remark scope, not a DA amendment.
