Surface staining from external iron oxide deposition is confined to the horizontal surfaces exposed to airborne dust — floors, ledges, and flat roof areas. It cleans off with pressure washing. Internal reinforcement rust causes cracking along the rebar lines and often has a rusty ooze at crack faces that doesn't clean off. If the orange-red staining follows horizontal surfaces and pressure washes cleanly, it's external deposition. If it follows linear patterns (rebar spacing) with visible cracking, it's internal rust.
