Coorparoo's Inner Brisbane Location Means Older Retail Carparks With Multiple Coating Layers — Test Before Assuming
Coorparoo Junction and the Cavendish Road retail strip have a mix of building ages — some carparks dating from the 1970s and 1980s with multiple layers of different marking products applied over decades. Pull-off testing on multi-generation carparks is more important than on recent single-generation surfaces because the failure mode changes: instead of primer-to-concrete adhesion failure, the risk is inter-coat adhesion failure between old and new marking layers.
A Coorparoo retail centre carpark had six visible layers of old marking in some zones — visible as a colourful cross-section when we chipped a corner. Paint, then thermoplastic, then paint again, then paint again. Pull-off on the existing surface: 0.9 MPa. The existing stack was delaminating at an intermediate layer. Marking over this would inherit the existing failure.
Full grinding back to concrete in the multi-layer zones was the only reliable approach. We mapped the multi-layer zones, ground those sections back, and primed directly to concrete. The single-generation zones that tested adequately were remarked without grinding. Total grinding scope: approximately 35% of the carpark.

A reading below 1.2 MPa on an existing surface that appears visually intact often indicates inter-coat delamination rather than concrete-level adhesion failure. Cross-section chipping at a corner or edge also reveals the number of layers present. Multiple colour layers visible in the chip cross-section, combined with low pull-off values, confirm the problem. We test during the site assessment before confirming the scope.
For zones where the existing stack pull-off is below 1.0 MPa, grinding to concrete is the only reliable approach. For zones testing between 1.0-1.4 MPa with visible delamination concerns, we may specify a consolidating penetrating primer that stabilises the existing layers before top coat — a less aggressive option for borderline zones. Above 1.4 MPa on existing multi-layer surfaces, standard primer and topcoat typically performs adequately.
