Some Internal Industrial Roads Include a Council Road Easement — Check Before You Mark
A Villawood manufacturing facility had an internal access road that connected two street frontages across their property. We marked it as a private road — no AS 1742 compliance requirement, standard directional and safety marking. Cumberland City Council's traffic engineer later contacted the facility manager: a short section of the internal road had been dedicated to Council as a public road under a development consent condition from many years prior. It appeared on the property plan as a road easement.
The publicly dedicated section required AS 1742.3 compliant road marking — centrelines, edge lines, and intersection treatment to the Australian standard. Our private road marking for that section didn't meet the specification. We returned and remarked the public road section to AS 1742.3 standard. Not a large area — maybe 40 metres of road — but an additional mobilisation.
Road easements and council road dedications within industrial properties are more common than most facility managers realise, particularly in older Villawood and western Sydney industrial estates developed in the 1970s-90s when council road requirements were more routinely conditioned as part of subdivision and development approvals. We now ask for the property's road and easement plan from the council or land title before marking any internal access road in older Villawood facilities.
Villawood is the Woodville Road and Hume Highway industrial corridor — B-double accessible warehouses and manufacturing businesses. Transport NSW approved. Road easement and public road status check is standard before marking any Villawood internal access road in an older building.

Request a copy of the property plan from NSW Land Registry Services or Cumberland City Council. Road easements, road dedications, and public reserve strips appear on the title and property plan. The council's traffic engineering team can confirm whether any internal road sections are publicly maintained or subject to road use conditions. Your solicitor can also search the title for easements.
AS 1742.3 requires: correct line widths (typically 150mm for edge lines, 100mm for centreline), retroreflective thermoplastic with minimum RA1 retroreflectivity, correct colours (white for edge, yellow for centreline in one-way roads), and correct intersection and hazard treatment. Internal private road marking can use simpler directional and hazard markings without the same retroreflectivity or line width requirements.
