Castle Towers' Multi-Deck Carpark Is Under Strata Title — Bay Ownership Affects How Marking Changes Are Approved
Castle Towers Shopping Centre has a large multi-deck carpark that includes strata-titled car spaces alongside common property carpark areas. When the owners corporation proposed updating the accessible bay layout — adding two additional accessible bays in response to a DDA access review — the carpark manager discovered the proposed bay locations were on strata-titled lots owned by private individuals, not common property.
Changing the marking on a strata-titled car space to accessible bay marking requires the lot owner's consent. The owners corporation couldn't simply authorise the remark — they needed to engage the individual lot owners and either purchase consent or identify alternative common property locations for the additional accessible bays.
We paused while the legal issue was resolved. Two alternative common property bay locations were identified. The remark proceeded on those locations. The documentation noted the strata lot boundary for the benefit of future carpark management. For Hills District strata-heavy developments, this isn't rare — strata car space ownership in Castle Hill and the surrounding Hills District is common.
Castle Hill is the Hills District commercial hub — Castle Towers, the Old Northern Road commercial precinct, and the retail, medical, and professional businesses serving north-west Sydney. Transport NSW approved.

Frequently Asked Questions
Yes. Castle Towers, Old Northern Road commercial, and Hills District strata complex carparks are part of our north-west Sydney schedule. We confirm strata title ownership before accessible bay layout changes on multi-deck strata carparks — lot owner consent is required for changes to strata-titled spaces. We've completed 5,000+ projects nationally since 2009 and carry $20M public liability. Fixed pricing, Transport NSW approved.
Very common. The Hills District has a high proportion of strata-titled residential and commercial developments where individual car spaces are separately titled lots rather than common property. In mixed-use developments and shopping centre carparks with a residential component, strata-titled car spaces can make up 30-60% of total bays. Any carpark remark scope that involves changing the designation of existing bays (such as adding accessible bays) needs to verify which bays are common property before proceeding.
The owners corporation (OC) must obtain written consent from the individual strata lot owner whose space is proposed for re-designation. The OC's strata manager can confirm the consent process under the applicable strata scheme. Alternatively, the OC can identify common property spaces at appropriate locations and avoid the consent issue altogether. We provide the proposed layout options based on both common property and strata lot locations so the OC can make an informed decision.
Yes. Where strata lot boundaries are relevant to the marking scope, we include them in the as-built plan documentation — marked as 'Strata Lot XX — Owner consent on file' for any remarked lots, and 'Common Property' for OC-controlled bays. This documentation gives future facilities managers and contractors the context they need before proposing further changes.
