Hornsby's Multi-Level Westfield Carpark Is a Joint Venture Between the Centre and Hornsby Council — Two Specification Documents Apply
Westfield Hornsby shares carpark infrastructure with Hornsby Shire Council's public carpark through a joint venture arrangement — part of the carpark is council-operated public parking, part is centre-managed retail parking. The two components have different operational requirements and, historically, different specification documents for marking.
We were engaged by the Westfield facilities team for a comprehensive remark. During scope confirmation, we identified that several accessible bays in the boundary zone between the council and centre components had been marked to different IS symbol standards — one side to the council's specification, the other to the centre's. Visually similar but technically different signage placements.
We paused and requested both specification documents. The council's required signage differed from the centre's in post height and sign type. We marked each component to its own specification and documented the boundary zone clearly in the as-built record. Future contractors need to know the boundary exists.
Hornsby is the Upper North Shore's major commercial hub — Westfield Hornsby, the Pacific Highway commercial strip, and the government and community businesses. Transport NSW approved.

The joint venture agreement and the carpark management plan define the boundary between council and centre components. The council's parking operations team and the centre's facilities team both hold these documents. The boundary is sometimes physically marked with different coloured bay lines or different signage designating 'Council Parking' and 'Westfield Parking'. If no physical boundary marker exists, the agreement documentation defines it.
Yes — Hornsby Shire Council's engineering specification for public carpark accessible bays specifies the sign type, post height, and placement to match council's public infrastructure standards. Westfield's specification matches the centre management company's national standards. Both reference AS/NZS 2890.6 for bay dimensions and IS symbol, but the regulatory sign configuration differs. Using the wrong specification on the wrong component creates a non-compliance issue.
Only if both parties agree to adopt a common standard — which requires a joint venture agreement amendment. In practice, council and retail operators both have reasons to maintain their own specifications. The practical solution is clear documentation of the boundary and which specification applies to which section, so every contractor who works on the site knows where each specification applies.
