Western Sydney University Kingswood Campus Has Both Hospital and University Accessible Bay Requirements on Adjacent Sites

The Kingswood precinct has Western Sydney University's Penrith campus and Nepean Hospital on adjacent sites with a shared access road and partially connected carpark areas. Both facilities have DDA accessible bay requirements but under different policies — WSU's equity and diversity policy and NSW Health's facilities standards.

A joint redevelopment project engaged us to mark the shared access area carparks. The joint project brief combined requirements from both sites — which on paper looked consistent but had a specific difference: WSU's policy required tactile ground surface indicators (TGSIs) on all accessible bay path-of-travel routes, while the hospital section's requirements were governed by the existing building code compliance path.

We confirmed the TGSI requirement with WSU's facilities team and the path-of-travel routes were marked accordingly on the university sections. The hospital sections were marked to NSW Health specification without TGSIs where the existing approved path met the NCC compliance path. The joint as-built document clearly identified which standard applied to which section.

Kingswood is the Penrith western Sydney knowledge and health precinct — WSU, Nepean Hospital, and the Great Western Highway commercial corridor. Transport NSW approved.

Frequently Asked Questions

Yes. Western Sydney University Penrith campus, Nepean Hospital, and Great Western Highway commercial carparks are part of our western Sydney schedule. Multi-policy accessible bay and TGSI coordination on shared university and hospital precincts — policy differences between WSU and NSW Health require separate specification confirmation for each component. We've completed 5,000+ projects nationally since 2009 and carry $20M public liability. Fixed pricing, Transport NSW approved.

TGSIs are the raised dot (warning) and bar (directional) tactile surfaces installed at pedestrian hazard points and along accessible paths to assist vision-impaired users. AS/NZS 1428.4.1 specifies their placement. University campuses often require TGSIs on accessible path-of-travel routes to comply with their DDA access plans and equity policies, particularly where accessible bays connect to building entries via pathways. The specific requirement depends on WSU's current access plan.

The National Construction Code pathway and AS 1428.1 govern accessible path requirements for existing hospital buildings. TGSIs are required at specific transition points (kerb ramps, hazard warning zones) under AS/NZS 1428.4.1 as part of a compliant accessible path. Whether TGSIs are required on the full path-of-travel in the hospital carpark depends on the specific NCC compliance pathway for that building — the hospital's DDA consultant can confirm.

We supply and install tactile pavers and directional TGSIs as part of accessible path marking scopes. TGSIs are typically adhesively bonded to the concrete or asphalt surface. We confirm the TGSI type, colour contrast, and placement with the facility's accessibility consultant before installation. Supply lead time for non-standard TGSI formats is 5-10 business days.
