Western Sydney University Kingswood Campus Has Both Hospital and University Accessible Bay Requirements on Adjacent Sites
The Kingswood precinct has Western Sydney University's Penrith campus and Nepean Hospital on adjacent sites with a shared access road and partially connected carpark areas. Both facilities have DDA accessible bay requirements but under different policies — WSU's equity and diversity policy and NSW Health's facilities standards.
A joint redevelopment project engaged us to mark the shared access area carparks. The joint project brief combined requirements from both sites — which on paper looked consistent but had a specific difference: WSU's policy required tactile ground surface indicators (TGSIs) on all accessible bay path-of-travel routes, while the hospital section's requirements were governed by the existing building code compliance path.
We confirmed the TGSI requirement with WSU's facilities team and the path-of-travel routes were marked accordingly on the university sections. The hospital sections were marked to NSW Health specification without TGSIs where the existing approved path met the NCC compliance path. The joint as-built document clearly identified which standard applied to which section.
