Sutherland Shire Council Carparks Use Permeable Pavement in Some Newer Sections — Standard Acid Etch Doesn't Apply
Sutherland Shire Council has incorporated permeable pavement in several of their town centre carpark upgrades — a sustainable drainage approach using open-graded asphalt or concrete that allows water to drain through the surface rather than running off. Permeable pavement has a fundamentally different surface profile from standard asphalt or concrete.
A Sutherland council carpark had permeable asphalt in the new southern extension and standard dense-graded asphalt in the existing northern section. The facilities manager briefed us on both sections as standard asphalt — which is an easy mistake when the surfaces look similar at a distance.
Permeable open-graded asphalt has large void spaces at the surface. Standard thermoplastic applied over open-graded permeable asphalt bridges the void openings — the thermoplastic doesn't bond to the aggregate-to-aggregate contact points at the surface, creating a structurally weak film. We identified the permeable section during assessment, confirmed with council's infrastructure team, and specified cold-applied polyurethane marking for the permeable section rather than thermoplastic.

A water test identifies permeable pavement immediately — pour water on the surface and it disappears into the pavement within seconds rather than sitting on the surface. Visually, permeable asphalt has a coarser, more open texture than dense-graded asphalt. Council infrastructure documents will also specify where permeable pavement was used in the construction scope.
