Crushed Limestone Sub-Base Under Thin Asphalt Can Leach High pH Through to the Surface

A Bunbury industrial estate carpark had been constructed with a crushed limestone sub-base — locally sourced Tamala limestone, the standard road-base material throughout the South West WA region. The asphalt wearing course was approximately 40mm thick over the limestone. We primed and marked normally.

Primer adhesion in the lower-lying sections of the carpark was noticeably lower on pull-off testing — around 1.0-1.2 MPa rather than the expected 1.6 MPa. Moisture testing showed slightly elevated moisture content in those zones. Investigation: crushed limestone has a naturally high pH (9-11) from the calcium carbonate content, and moisture from rainfall had carried alkaline leachate upward through the thin asphalt into the surface layer. The alkaline leachate was disrupting the amine epoxy curing mechanism at the surface, identical in effect to lime stabilisation on asphalt.

For thin asphalt over limestone sub-base, the pH of the asphalt surface should be tested — particularly in lower-lying zones where water collects and leachate concentrates. If pH is above 9, a phosphoric acid neutralisation of the surface before priming resolves the issue. In Bunbury and the South West WA region, crushed limestone sub-base is ubiquitous.
