Active Efflorescence Means Ongoing Moisture Migration — Any Coating Will Eventually Blister

The salt concentration beneath the primer drew more moisture through osmosis, creating blisters.

Sweeping away existing efflorescence deposits doesn't stop the moisture migration — it only removes the current evidence of it. If the efflorescence returns within two weeks of cleaning, the moisture source hasn't been resolved. The correct approach is to identify and address the moisture source (sub-slab drainage, waterproofing, or moisture barrier) before coating. If coating must proceed regardless, a breathable waterproofing primer that allows moisture vapour to pass without creating osmotic pressure is the alternative.
