An IS Symbol Obscured by a Wheel Stop Defeats the Purpose of the Bay

An aged care facility in Kings Meadows asked us to mark their carpark including accessible parking bays. We marked the bays at the correct 3.2m width, shared zones with diagonal hatching, and placed the International Symbol of Access (IS symbol) in each bay. Standard work, standard positions.

About three weeks later the facility manager called. One of the IS symbols was partially obscured by a wheel stop installed by the facility's maintenance team shortly after our marking. The symbol wasn't invisible, but a resident in a power wheelchair found it confusing because the wheel stop broke the visual field of the symbol at the critical eye-height angle for a seated person.

We went back and relocated the IS symbol to the rear of the bay, clear of the wheel stop position. Simple fix. The deeper issue was that we hadn't accounted for wheel stop placement in the bay during our assessment. Wheel stops in accessible parking bays are a specific consideration under AS/NZS 2890.6 — they must not impede wheelchair access and must be positioned so they don't create trip hazards for ambulant users either. We now include wheel stop position assessment and clearance checking in every accessible parking bay quote.

Kings Meadows is Launceston's eastern commercial and residential suburb — retail on Invermay Road, healthcare and aged care facilities, schools, and the broader service economy for eastern Launceston. State Growth approved. Accessible parking assessment is more prominent here than in purely industrial suburbs.

Frequently Asked Questions

Yes. Kings Meadows aged care facilities, retail carparks, and schools are part of our eastern Launceston schedule. Wheel stop clearance assessment included in every accessible parking bay quote — IS symbol positioned clear of any wheel stop or obstruction in the bay. We've completed 5,000+ projects nationally since 2009 and carry $20M public liability insurance. Every Kings Meadows quote includes a site assessment, surface condition report, and fixed pricing. No estimates that change at invoicing. For WorkSafe Tasmania improvement notices we can typically assess within 24 hours and deploy within 48-72 hours. Completion comes with photo documentation, a compliance statement, and material specifications. TAS Roads approved for any road or carpark marking that requires local council or state road authority sign-off.

AS/NZS 2890.6 specifies the IS symbol should be placed within the bay on the driving surface, visible from the approach direction. In practice, the symbol should be at the rear of the bay — away from the kerb end — and clear of any wheel stop. For aged care and healthcare facilities where wheelchair and mobility aid users predominate, placing the symbol at the rear third of the bay maximises visibility for both approaching drivers and occupants of the bay.

Yes. Aged care facilities require careful scheduling around resident movements, meal times, and shift changeovers. We work with the facility manager to identify low-activity windows — typically mid-morning after breakfast and before lunch activities begin — and section the carpark so resident and visitor access is maintained throughout. We schedule around your operational hours because downtime costs more than the marking job. Most Kings Meadows facilities run Sunday nights or after-hours weekday windows. We provide a detailed session plan before arrival, work in sections to maintain partial access throughout, and have the area clear before your first shift starts. For time-critical jobs, call Niel directly on 0417 460 236.

Yes. Surface temperature check before every Kings Meadows external job from May through September. Aged care facility carparks with north-facing orientation warm faster — we sometimes schedule morning jobs slightly later in winter to allow the surface to reach threshold temperature.
