In Tasmanian Winters, Wind Chill Accelerates Surface Cooling Beyond What Air Temperature Alone Suggests
We were marking a Glenorchy commercial carpark in mid-winter. Air temperature was 7°C — above our minimum threshold. Surface temperature measured at 6°C. We proceeded. A 20km/h wind was blowing consistently across the open carpark from the north-west.
Wind accelerates heat loss from a surface — the same mechanism as wind chill on exposed skin. At 6°C surface temperature with 20km/h wind, the effective cooling rate was equivalent to a still-air temperature of around 2-3°C. Thermoplastic was setting on the windward edge of each line faster than on the still-air side — the windward edge cooled through the critical setting point before the material had fully formed.
Tasmania's winter winds are persistent and often come from Bass Strait — open, unobstructed fetch. A carpark with no wind break on the north-west side is fully exposed to this. Air temperature alone is insufficient to assess application conditions in Tasmanian winters. Surface temperature combined with wind speed determines the effective cooling rate.
For any Glenorchy or Hobart external marking session from May through August, we now use a combined check: surface temperature above 8°C, wind speed below 15km/h, or a confirmed windbreak on the windward side. If wind speed exceeds 15km/h toward the open surface, we reschedule. TAS approved.

TAS Roads approved for any road or carpark marking that requires local council or state road authority sign-off.
Still air adjacent to a warm surface forms an insulating boundary layer that slows heat loss. Wind disrupts this boundary layer and continuously removes the warm air from the surface vicinity, bringing cold air into direct contact with the surface. At 20km/h, the boundary layer is fully disrupted and the effective cooling rate increases substantially compared to still-air conditions at the same temperature.
15km/h toward an unprotected open surface. Above this speed, the thermoplastic edge quality is compromised from accelerated windward cooling. If there's a physical windbreak — an adjacent building or wall — on the windward side reducing the wind speed at the surface to below 15km/h, we can proceed. We check the BoM Hobart wind forecast before scheduling any Glenorchy winter external session.
Early morning is typically calmer — the diurnal wind pattern in Hobart tends to have lighter winds in the early hours and increasing winds through the morning as the sea breeze develops. We schedule early morning sessions where possible in Glenorchy winter. Overnight sessions are also an option when overnight wind is forecast to be calm.
