You can, but we don't recommend it for layout changes. Black paint over white lines will fade at different rates, and within 12-18 months you'll see ghosting of the old layout. For simple remarking over existing lines in the same position, painting over is fine.
Water blasting uses high-pressure water (3500-4000 PSI) to strip paint without damaging the underlying surface. Grinding physically removes the top layer of surface along with the paint. It's needed for thicker coatings, thermoplastic, or where water containment isn't practical.
Time depends on area, coating type, and method. Water blasting typically removes 50-100 linear metres per hour for standard paint. Thermoplastic takes longer. Grinding is slower but more thorough.
