It depends on the condition and whether layout is changing. If existing lines are in good condition and layout stays the same, we can paint directly over them after cleaning. If there's peeling, ghosting from old layouts, or you're changing the design, we recommend removal first. We use water-blasting or grinding depending on surface type. Removal is quoted separately.
