Smeaton Grange is on Camden's reactive clay soils — the same class as Pakenham and Werribee — but the industrial estate development used lime stabilisation of the sub-base rather than the engineered fill approach used in some other growth corridors. Lime stabilisation neutralises the reactive clay by adding calcium hydroxide, which alters the sub-base chemistry.
Where lime has been over-applied or has migrated upward into the concrete slab during curing, it can create alkaline conditions at the concrete surface — elevated pH that inhibits standard acid etch response. A Camden Valley Way logistics facility floor had several sections with minimal acid etch fizzing, confirmed as elevated pH (10.5-11) by pH indicator test.
Extended acid etch dwell — 20 minutes versus the standard 10 — at the elevated pH zones neutralised the surface alkalinity and produced adequate etch profile. Pull-off after extended etch and primer: 1.6 MPa. The lime stabilisation had left a legacy surface chemistry issue in specific zones that the standard preparation protocol wouldn't have fully addressed.

The amount of surface lime depends on the slab thickness, the lime application rate in the sub-base, and the specific curing conditions.
