Parramatta's Government Precinct Has Both State Agency and City of Parramatta Council Carparks — Specifications Differ on Sign Post Height
Parramatta CBD hosts a high density of NSW Government agencies alongside City of Parramatta Council facilities. The accessible bay sign specifications differ between the two authorities — NSW Government agency facilities use the departmental standard which specifies a 2.0m post height for the regulatory accessible bay sign, while City of Parramatta Council specifies 1.8m in their engineering standards.
It's a 200mm difference that is completely invisible to carpark users but creates a compliance issue if the wrong standard is applied to the wrong authority's facility. We identified the discrepancy on a Parramatta government precinct scope that included both agency and council components after requesting both specification documents.
We marked each component to its own specification — 2.0m posts for the agency sections, 1.8m for the council sections. The post supply was pre-organised with both heights available on the crew vehicle. Total additional coordination effort: one hour. Total rework risk avoided: a full post replacement on whichever authority had received the wrong height.
Parramatta is Greater Western Sydney's CBD — Church Street, Westfield Parramatta, the Government precinct, and the diverse commercial businesses. Transport NSW approved.

We've completed 5,000+ projects nationally since 2009 and carry $20M public liability. Every Parramatta quote includes a site assessment, surface condition report, and fixed pricing. For SafeWork NSW improvement notices we can assess within 24 hours and deploy within 48-72 hours. Completion includes photo documentation, compliance statement, and material specs. Transport NSW approved for all road and carpark marking requiring authority sign-off.
Both authorities' specifications are enforceable standards. If an accessible bay sign is installed at the wrong height for the applicable authority's facility, the facility is technically non-compliant with its governing specification even if the sign is functional and clear to users. For government agencies and councils that conduct periodic compliance audits of their carpark assets, a non-conforming post height will appear as a defect requiring rectification. Prevention during the job costs far less than replacement.
The land title and development consent identify the authority for each section. NSW Government agency facilities are typically on Crown land or dedicated agency land. City of Parramatta Council facilities are on council-owned land. Mixed precincts sometimes have lease arrangements that affect which specification applies. We request both specification documents and confirm the land authority with the project manager before any sign posts are ordered.
Only if both authorities agree — which requires a written waiver or specification variation from the authority that would be accepting the non-standard height. In practice this is rarely pursued for a 200mm difference. The simpler approach is to supply both heights and install correctly to each specification. The cost difference between 1.8m and 2.0m posts is negligible. Line Marking Australia has been completing marking across Parramatta and surrounds since 2009, with 5,000+ projects nationally.
