Ingleburn's Williamson Road Facilities Are Old Enough to Have Asbestos-Containing Floor Tiles — Know Before You Grind
Ingleburn's industrial corridor has building stock from the 1950s-1970s, when vinyl asbestos tiles (VAT) were a common flooring choice in factory and warehouse settings. VAT is a composite product containing chrysotile asbestos fibre in a vinyl matrix. When intact, VAT presents low asbestos risk. When ground or drilled, it becomes a significant asbestos release hazard.
A Williamson Road facility from the early 1970s had a concrete slab with old vinyl tile remnants in one section — some tiles still adhered, some had been removed leaving adhesive residue. Before any grinding, we engaged an asbestos surveyor who tested the remaining tile and adhesive. Result: chrysotile asbestos present in both.
We did not grind. The asbestos surveyor recommended encapsulation rather than removal — sealing the existing tile remnants and adhesive with a penetrating encapsulant before applying marking primer directly over the sealed surface. The encapsulant created an adequate primer bond surface (pull-off 1.5 MPa) without disturbing the asbestos material.

The encapsulation must be documented in the facility's asbestos register and the encapsulation status communicated to all future contractors. The marking that goes over the encapsulant can be overmarked in future cycles without disturbing the encapsulant.
An asbestos register should be maintained for all pre-1985 commercial buildings in NSW under SafeWork NSW requirements. If no register exists, an asbestos survey by a licensed asbestos assessor is required before any works that could disturb building materials. Old vinyl floor tiles, particularly in grey, black, or marbled patterns and 300mm x 300mm or 225mm x 225mm size, from pre-1980 construction warrant testing before any grinding or removal.
The building owner (or person in control of the workplace under WHS legislation) is responsible for maintaining the asbestos register and commissioning surveys. If you're a tenant, you should request the asbestos register from the building owner before engaging any contractor to do work that might disturb building materials. We won't commence grinding in buildings where asbestos status is unknown in the pre-1980s era.
