Westfield Chermside's Expansion Has Created a Carpark With Four Different Surface Ages on Adjacent Sections
Westfield Chermside has expanded significantly — the original centre carpark, a 1990s extension, a 2000s multi-level addition, and a recent expansion stage all sit adjacent to each other. Four different construction eras means four different surface conditions, coating histories, and preparation requirements in a single contiguous carpark scope.
We assessed each section separately: original 1980s concrete with full carbonation (mechanical grinding required), 1990s asphalt in good condition (acid etch), 2000s multi-level deck with polyurethane membrane (membrane-compatible primer), recent extension concrete not yet 28 days old (reschedule the new section).
The recent extension section was the only complication — the developer wanted the full carpark marked together for the expansion opening. We marked the three older sections and arranged a return visit for the new extension section 10 days later once it had cured adequately. The centre opened with the majority of carpark marked, the new section cordoned with temporary barriers.

The centre's development history or asset register typically documents each expansion stage and approximate construction date. Visually, different surface ages show different weathering, colour, and texture. The 1980s concrete will show full carbonation (no acid etch response); 1990s asphalt will show typical weathering; recent concrete will have the light grey colour of new concrete. Per-section pull-off testing confirms the surface condition regardless of age estimate.
Moisture content above 6% in new concrete causes the marking to lift in patches within months as the concrete continues to dry and moisture vapour pressure builds under the marking film. The remark requires grinding off the failed marking before surface preparation can restart — more expensive and disruptive than a 10-day delay from the original schedule. We always recommend the delay.
The current marking standard (AS/NZS 2890.1) applies to the overall carpark as a functioning facility, not to individual sections based on their construction date. The accessible bay requirements in particular apply to the whole carpark — the number and location of accessible bays is assessed against the total bay count, not section by section. Different products for different surface types is appropriate; different standards for different sections is not.
