Oxley's Seventeen Mile Rocks Road Facilities Have Floors From Different Construction Eras With Inconsistent Aggregate Size — Surface Profile Varies
Oxley's industrial precinct has building stock spanning the 1970s to the 2010s. Older concrete mixes used different aggregate size distributions from modern concrete — coarser aggregate in older mixes produces a more irregular surface profile after acid etch than the finer-aggregate modern mixes. This affects the primer application rate and the uniformity of the etched surface.
A Seventeen Mile Rocks Road facility had an original 1980s section and a 2008 extension. Standard acid etch produced a good profile on the 2008 section but left the 1980s section with patchy etch response — some areas responding well, others barely responding. The 1980s concrete had a higher proportion of coarse siliceous aggregate that resisted the standard acid concentration.
Increased acid concentration (12% versus standard 10%) with a 15-minute dwell produced uniform etch response on the 1980s section. Pull-off after the modified protocol: 1.6 MPa — matching the 2008 section. The as-built record documented the different preparation protocols for each section for future contractors.

Standard etch may reach the aggregate surfaces quickly without creating adequate profile in the cement matrix between them. Higher concentration or longer dwell etches more aggressively into the available cement.
Yes — higher acid concentration on modern concrete that responds well to standard protocol can produce over-etching, creating a profile that's too deep and removing too much cement from the surface. This weakens the surface layer and can actually reduce pull-off values. Using different protocols for each section and testing after each protocol is the correct approach, not blanket application of the stronger protocol to the full floor.
Sometimes — older concrete has more surface weathering, visible aggregate honeycombing repairs, and different colour/texture from modern mixes. But visual identification is unreliable. Construction records, lease documents with building details, or council property records are more reliable sources of construction date information. We request construction records where available and use pull-off testing and acid etch response as the practical diagnostic.
