Hyperdome Shopping Centre's Carpark Has a 2.5% Cross-Fall in Some Bays That Affects Accessible Bay Compliance
Hyperdome Shopping Centre at Loganholme is one of Brisbane's major regional centres. An accessible bay compliance review flagged several bays in the older carpark sections with a cross-fall gradient exceeding 1:33 (approximately 3%) — above the maximum 1:40 (2.5%) permitted under AS/NZS 2890.6 for accessible bays.
The cross-fall was in the original carpark design — the bays had been designated as accessible from the outset but the gradient had never been checked against the current standard's requirement. The previous standard was more permissive on gradient.
We advised the centre that remarking the accessible bay IS symbol in the affected bays would not make them compliant — the physical gradient needed civil remediation (levelling compound or partial resurfacing) before they could be designated as accessible. We identified three alternative bays in the same zone with compliant gradients and proposed relocating the accessible bay designation to those locations.

AS/NZS 2890.6 permits a maximum cross-fall gradient of 1:40 (2.5%) in accessible bays. This applies in all directions — both along the bay length and across the bay width. A bay with steeper gradient in any direction is not suitable for accessible bay designation under the current standard. We measure gradient using a digital level at multiple points across each accessible bay during assessment.
Levelling compound is practical for corrections up to approximately 20-30mm — enough to correct most accessible bay gradient non-compliance. For larger corrections or where the surrounding bay grades also need adjustment, partial mill and overlay of the asphalt is more practical. We can advise on the extent of the levelling needed for specific bays based on our gradient measurements, but the civil remediation itself is outside our scope — we recommend a civil contractor.
Under the Disability Discrimination Act, facilities must provide reasonable adjustment to ensure accessibility for people with disability. Accessible bays with gradients that prevent safe use of mobility aids may constitute a barrier to access. The DDA compliance question is one for a DDA access consultant and legal advisor rather than us — we identify the physical gradient issue and its relationship to the AS/NZS standard. The DDA implications are a separate question for the centre's management.
