Capalaba Park Shopping Centre's Carpark Expansion Used Permeable Asphalt for Environmental Compliance — Standard Thermoplastic Won't Hold
Capalaba Park Shopping Centre completed an expansion that included a permeable asphalt carpark section — required under the development approval's stormwater management conditions. The permeable section in the northern expansion area needed marking to match the existing thermoplastic in the original carpark sections.
We identified the permeable asphalt during our pre-marking assessment — the water bead test confirmed it instantly. The development approval's stormwater management report, which the centre's facilities manager had on file, also documented the permeable section's location and extent.
Cold-applied polyurethane marking was specified for the permeable section; standard thermoplastic continued for the original dense-graded asphalt sections. The section boundary was marked on our session plan and the as-built documentation mapped both surface types and products. The centre's property team was advised that future contractors would need to check the as-built record before specifying product for the northern section.
Capalaba is Redland City's commercial hub — Capalaba Park, Old Cleveland Road, and the retail and industrial businesses. TMR approved.

Redland City Council's more recent development approvals include stormwater management conditions that may require a portion of new carpark area to be constructed as permeable pavement — allowing rainfall to infiltrate rather than run off. The proportion and location of permeable pavement varies by approval. The development approval's stormwater management plan documents which sections are permeable. Future marking contractors need to check this documentation before specifying product.
Yes — the colour, width, and marking configuration are identical. The visual difference between the two products is imperceptible in normal conditions. The practical difference is durability: thermoplastic on standard asphalt typically lasts 5-7 years; cold-applied polyurethane on permeable asphalt typically lasts 3-5 years in the same conditions. We note the shorter expected life of the permeable section in our maintenance schedule recommendation.
Thermoplastic bridges the large void spaces in permeable asphalt without bonding into them. Under vehicle traffic, the unsupported thermoplastic film cracks and lifts at the void locations within 6-12 months. The failure is distinctive — angular cracking following the aggregate void pattern rather than wear-through. The as-built documentation we provide prevents this by clearly identifying the permeable section and the correct product for future contractors.

We carry $20M public liability and $10M professional indemnity — certificates available on request.
