Launceston's CBD Multi-Level Council Carparks Have Cold Valley Air Sitting in Lower Levels in Winter — Inversion Problem
Launceston CBD sits at the junction of the Tamar, North Esk, and South Esk rivers — classic cold air pooling terrain. In winter, cold dense air flows down from the surrounding plateau and pools in the valley floor. Multi-level carparks with open sides in the CBD collect this cold air in their lower levels, which can sit at 3-5°C below the ambient street temperature at ground level on still, clear winter mornings.
A City of Launceston Council multi-level carpark had a Level 1 (ground floor) marking session scheduled for a June morning. Street-level ambient was 8°C. We measured Level 1 surface temperature before starting: 5°C. The open-sided level had accumulated cold valley air overnight and the surface hadn't warmed despite the ambient reading.
We started on Level 3 (top level, most sun exposure, surface at 12°C) and worked downward as the lower levels warmed from morning activity. Level 1 reached 10°C by 11am. The full carpark was completed in a single day session — but the bottom-up sequencing was essential to avoid marking on a cold surface.
Launceston is Tasmania's second city and the Tamar Valley's commercial hub — St John Street CBD, the Brisbane Street Mall, and the government and commercial businesses. TAS Roads approved.

Frequently Asked Questions
Yes. City of Launceston council multi-level carparks and St John Street commercial facilities are part of our Tamar Valley schedule. Cold valley air inversion level sequencing on winter multi-level carpark sessions — lower levels collect cold air overnight and can be 5°C below ambient at street level. We've completed 5,000+ projects nationally since 2009 and carry $20M public liability. Fixed pricing, TAS Roads approved.
Launceston sits at the confluence of three river valleys at the head of the Tamar, creating a natural bowl that collects cold drainage air from three directions. Hobart, by contrast, has better air drainage into the estuary and is more exposed to maritime influence from Storm Bay. Devonport is at sea level with good coastal air exchange. Launceston's inland valley position with surrounding elevated terrain makes it Tasmania's most significant cold air pooling location.
Top-down. Upper levels receive direct morning sun first and warm fastest. Starting on the warmest upper level and working downward allows the lower levels to warm progressively from morning activity (vehicle movement, sun angle climbing) while the upper levels are being marked. By the time the crew reaches the lower levels, they've had the maximum possible warming time. Bottom-up would require waiting longer on cold lower levels.
City of Launceston Council's engineering standards include carpark and road marking specifications for council-managed assets. Accessible bay specifications reference AS/NZS 2890.6. Line widths and marking configurations are specified in council's asset management documents. We obtain the current specification from council's infrastructure team before commencing any council-managed Launceston carpark scope.
